China has realized AEO mutual recognition of customs with 36 countries and regions

China has realized mutual recognition of authorized operators (AEO) with 36 countries and regions, and the value of exports to these countries and regions accounts for about 45 percent of China's total export value, the General Administration of Customs (GAC) said Wednesday.


Initiated by the World Customs Organization (WCO), AEO system aims to facilitate customs clearance for enterprises with high compliance degree, credit status and safety level. Customs of different countries can recognize each other through AEO to facilitate the qualified enterprises of each other. It is learned that when Chinese AEO enterprises export goods to countries and regions that have implemented mutual recognition, the inspection rate can be reduced by 60% to 80%, and the clearance time and cost can be reduced by more than 50%.


According to customs information, China and Japan signed a mutual recognition arrangement in 2018. Formal implementation of mutual recognition with Israel; Consultations on mutual recognition were completed with Mongolia, Kazakhstan and Belarus. Consultations on mutual recognition are under way with more than 10 countries, including Malaysia, Serbia, Russia, Iran and Mexico. At home, the General Administration of Customs, taking the reform of customs inspection integration as an opportunity, promulgated the new enterprise credit management measures, realizing the full coverage of all kinds of enterprises participating in the credit management in the international trade supply chain.


Yongqi (Changzhou) Bicycle Co., Ltd. is a large bicycle manufacturer in Jiangsu province, whose products have been sold to more than 40 countries and regions and have benefited significantly from AEO mutual recognition system. "Since the implementation of AEO mutual recognition between China and the EU in 2015, we have passed the certification in China and naturally enjoy the same treatment as each other's certification enterprises in the other country. The inspection rate is very low and the clearance speed is well guaranteed." The relevant person in charge of the company Sheng Juan said.


The general administration of customs said that it will continue to actively advance AEO mutual recognition consultation with Russia, Iran, Malaysia and other countries along the One Belt And One Road route this year, and make greater efforts to support Chinese enterprises to "go global" and promote global trade security and convenience.
